seeing of the local level is something even more exciting than that. as newspapers have become challenged, and we have seen, sadly, the destruction of capabilities of newspaper and local television stations and other media in the local arena, we are seeing a new layer journalism being created at the local level. some startups such as the "bases and close " in san francisco, "texas tribune" out in texas -- there have been others that attended some similar things -- are starting to use a digital- only medium to provide a layer of local coverage. after that, the other positive things that i see our outfits like -- are outfits like patch and yahoo!, which is looking to create semi-pro or citizen journalism to take place, a new layer, stuff that was not covered at all before. observational community-oriented journalism. things that might have been restricted to an e-mail newsletter or in the distant past, some kind of mimeograph letter. those are positive changes to journalism, and they are happening at the local level. >> speaking of local, how many here have heard up hatch -- heard of patch.

capacities and now i consider him -- and local 261, the closest of partners at the recreation and parks. vince is a fierce advocate for what is right, he's a fierce advocate for social justice, but he's also able to keep his eye on really the big picture. and vince is someone who is focused on accountability. he's focused on making sure that government delivers the services that we promise the public. and i very much respect him about that. and he brings that to every issue that we have at the recreation and parks department together. he is innovative. through vince's leadership and 261's leadership we have the first statewide gardener apprenticeship program in california. he is very much focused on water conservation, and helping rec and park deal with a very antiquated aging, crumbling, irrigation system. he is a great partner and a great public servant. and has helped foster the hardest -- one of the hardest working staffs in city government. so i'm very proud to support him for this position. >> chair kim: thank you, mr. ginsberg. >> good afternoon, supervisors. i'm here for both vi

carpenter local 22 and i also live in the sunset. we've heard a lot about numbers today and i'm reminded of a quote i heard once. it's statistics are like bikinis, what they reveal is suggestive, what they reveal is vital. we heard 31,000. let's say the population of san francisco is 800,000. that puts that number at 4%. and let's talk about that 4%. if you're soliciting signatures at dolores park on a weekend and you have the most detailed accurate, description of what your petition is, you're going to be hard-pressed to have a coherent conversation among the confectionaries and the choice liebations that are overly present at that destination. also, i heard .05% is the amount of the population's going to benefit. i believe that lady was alluding to the future residents. well, hey, i mean there's no way i'm going to be in that demographic, doing what i do but i know that i will benefit from that project, as well as all my brothers and sisters. we make up a much larger percentage of the city than .05%. lastly, one gentleman alluded to this whole idea of, you know, i'll scratch your back

local free-lance journalist here. a couple of years ago, i had a friend. we were trying to figure out the feasibility of starting a nonprofit journalism in denver, and i remember coming across this corporate structure that i believe vermont, maybe one other state, uses in the country, but it is called a low profit limited liability company, and it is a structure that is meant to allow for profit but also to allow for tax-exempt status for donations. i found it really interesting. i found it surprising that other states did not have a similar model. this could also be a model to help budding companies in the future by allowing them more flexibility in how they acquire financing. i'm curious how many of you on the panel are familiar with this type of model and also, i guess this would be directed towards beye -- senator yee, how difficult it would be to bring this model to california. thank you. >> relative to establishing a new financial instrument or a new financial business, it is possible -- i think the question is what is the need for, what is the support for it, and who might be a

and neighborhoods across the country, if something çhappens, there is usually a local business that knows the family and been dealing with for a while and says that will help them out in some way or another. i remember last year i was traveling in the floods of north dakota. there was a family i was talking to at one of the shelters who lost their home. he said the one good thing was he did not lose his car. he had sent it to the shop the day before. the shop where it was getting fixed was not affected by the floods. then he said he went back yesterday to pick up my car. as he picked up hisç car, the y said it is ok. he showed me the bill. it was like $800 bill for repairs. it said "paid in fullñr." he said take care of yourself in your family. he picked up the tab, a small- business garage. that happened every day on small scales and now on larger scales. the ndrf is giving us the framework to take what people are doing it expanded to bring together the businesses that may not know the individual but billy to other -- may not know the individual but know each other and know how

general fund. as i mentioned that will result in a reduction of local government spending during the period. so essentially you have an economic reduction associated with higher electricity prices. you have an economic gain associated with the local energy efficiency and other program commitments and second contraction associated with local government spending. to get to the bottom line in terms of what that means for the economy we believe the electricity cost also be in the neighborhood of 13 million. again, supervisor, that is in reference to the $18 number. if that jumps by 50% it is reasonable to think this number will jump by around 50% as well. the 4.3 million annual reduction in government spending, that comes from the security payments and the program costs, that would not change regardless of what the final rates would be. then the benefits coming from the $6 million spending on profession services, energy efficiency and go solar sfs would be benefits. according to our modeling this represents a less of 95 million jobs annually and reduction in the city's economy about $8 m

and i worked for supervisor pier. at that time cca was promised to create thousands of local jobs, green jobs, move the city to 100% renewable at better price than pg&e. eight years later we have a contract before you. a contract that is going to cost close to $20 million, not counting six million already spent, which the controller says will cost jobs, not increase, not create city and city-owned power generation and will cost residents 77% more for electricity generation. let's look at the players in this process. shell energy. so shell energy, pg&e, clean power sf and rate payers. shell energy we found out two days ago started drilling in alaska, also the largest investors in the canadian and carbon intense way. pg&e a local company has challenges. they have some problems. being an industry leader is not one of those -- industry leader around clean energy is not one of their problems. i have given all of you an nrdc report generated this year based on the 100 largest electrical gone ray tors in the country. out of that report pg&e, as part of -- they are the lowest co2 emission
